      <title>London: Framework 2 Project Support Services  2026-2030</title>

      <description>The Royal Parks (TRP) is retendering a Framework contract for Project Support Services, which is split into two Lots: (1) Architectural/Lead Design/Principal Designer/BREEAM services and (2) Quantity Surveyor services. This follows a decision not to award these Lots under a previous procurement. 
This new framework will run alongside an existing one covering other disciplines. 
The Royal Parks charity manages over 5,000 acres of historic parkland across eight major London parks, working to protect and enhance these spaces. It focuses on conserving wildlife, preserving heritage sites, and maintaining accessible green spaces for public enjoyment now and in the future.
Appointed suppliers will support TRP’s Estates &amp; Projects Directorate in delivering a wide range of construction related projects across a diverse estate, including historic and modern assets, covering activities such as new build, refurbishment, regeneration, conservation, maintenance, plant replacement, and demolition.
TRP may use this framework to procure services for projects across all eight Royal Parks but is not obligated to do so. It also retains the right to run separate, non-framework competitions for specific or highly bespoke projects where broader competition is needed.
Suppliers can submit tenders for one Lot or both Lots.  The maximum number of Lots a supplier can be awarded is two.  
A Single Supplier will be appointed under Lot 1. Up to three suppliers may be appointed under Lot 2. 
In the event a supplier is successfully awarded a place on both Lots, the contract documentation to be signed may be combined into a single signed contract for that supplier.

This is a further extension to the Council's Dynamic Purchasing System (DPS) for Supply of Temporary Accommodation.
The authority is extending the validity of this existing DPS for a further 33 month period starting from 12th May 2026 until 23 February 2029.
Please note that organisations can apply to join the Council's DPS at any time during its validity if they satisfy the selection criteria and none of the grounds for exclusion apply.
If an organisation admitted to the DPS ceases to satisfy the Council's selection requirements it is likely to be excluded or suspended from taking part in any competition.
If an admitted organisation fails one of the grounds for exclusion during the validity of the DPS the Council may be required to remove the supplier from the DPS.

      <title>Scotland: Scotland's Public Sector Heat Decarbonisation Framework</title>

Prior to submitting an SPD response, Economic Operators must review the draft Statement of Requirements in addition to the Contract Notice and satisfy themselves that they are able to deliver the works (and any ancillary services) described therein.
The Statement of Requirements is provided for indicative purposes only and may be subject to refinement or amendment prior to the Invitation to Tender stage.
SPD (Scotland) will be scored in accordance with the SPD Guidance Document which can be located via PCS-T.
Economic Operators must download and complete a separate SPD (Scotland) form for any subcontractors involved in the delivery of this service.
Question scoring methodology for Award Criteria (Stage 2) will be outlined within the Invitation to Tender once issued to successful stage 2 Suppliers using the 0-4 scoring methodology.
Please note there are minimum requirements concerning Cyber Security for this contract to which a pass/fail marking will attach as part of the Award Criteria.
Economic Operators will be required to complete a Supplier Assurance Questionnaire (SAQ) using Supply25 to demonstrate they can meet the minimum Cyber Security Requirements.
The questionnaire will be aligned to a Moderate Cyber Risk Profile established for this contract, based on the Contracting Authority’s assessment of cyber risk.
Further details will be set out in the ITT documents at Stage 2.
A contract condition will require the Economic Operators to comply with the minimum security requirements.
Economic Operators must also confirm
-they will pay staff that are involved in the delivery of the contract at least the real Living Wage
-they will meet standards on payment of subcontractors
Economic Operators who do not pass these questions will not be subject to Commercial Analysis. As a result the tender will not be considered further.

The purpose of this contract notice is for the procurement of the Scotland’s Public Sector Heat Decarbonisation Framework (SPSHD) previously known as the Non Domestic Energy Efficiency (“NDEE”) Framework for public sector estate improvement works.
This procurement will follow a two stage Restricted Procedure: suppliers will first complete an SPD, and shortlisted suppliers will then be invited to submit a full tender at the ITT stage.
The Framework, which the Scottish Government will manage, will cover building energy retrofit in its broadest sense including a combination of building fabric, building environmental services systems and their control (e.g. heating, cooling, ventilation, lighting, water etc.), on site renewables, and the potential to connect to district heating systems. It will enable public sector bodies wishing to take forward energy retrofit projects to use (or ‘call off) the Framework and run mini-competitions with suppliers appointed to it to deliver those projects.
In addition, the Scottish Government will incorporate the decarbonisation of heating systems into the Framework to meet strategic objectives around net zero.
In addition to the delivery of works as part of energy retrofit projects, public sector bodies may require framework suppliers to deliver ancillary services. For example, at call-off stage, Economic Operators may be expected to demonstrate their capability to operate and maintain the technology they install. This could include ongoing maintenance or technical support; however, such services will be subject to Framework Public Bodies' needs and may not be required for every project. Where these services are necessary, suppliers may be requested to provide them directly or alternatively through an approved subcontractor, with responsibility for quality and performance remaining with the primary contractor.
The Framework will have one lot, comprising multiple framework suppliers each able to deliver energy efficiency works and services to public sector bodies via a range of technical solutions that will provide guaranteed energy performance over the term of the call-off contract awarded under the Framework.
Economic Operators will be expected to have the capacity to provide the services, including via supply chain, across all regions of Scotland including the Highlands and Islands.
Further details on the project can be found in the Draft Statement of Requirements documents located in PCS-T. This document is subject to change.
No public sector body is committed to place an order under the Framework Agreement.
The Framework is intended to support large-scale, complex retrofit and decarbonisation projects, typically exceeding 1 million GBP in value, although project values may vary depending on specific requirements.  Projects below this value may also be delivered through the Framework where appropriate; however, alternative existing frameworks may be better suited to lower-value or less complex requirements.

      <title>London: Procurement Of A Development Partner For Kingston Potential Zone Area</title>

      <description>Royal Borough of Kingston are conducting this Procurement to select a Development Partner to develop a district heat network in the Kingston Potential Zone Area  (the "Network") and, subject to receipt of the necessary approvals, to deliver the Network using the Development Partner's chosen corporate vehicle (the "Project Company"). This is a mixed procurement.
The Network is intended to operate as part of Kingston's strategic and essential utility infrastructure, designed to supply affordable, low‑carbon heat to homes and public buildings. The Network is expected to achieve significant reductions in carbon emissions compared with conventional gas‑based heating, improved local air quality through reduced combustion, and increased use of locally sourced low‑carbon energy. By providing a centralised, efficient heat solution, the Network will support the Authority's ambition to achieve borough‑wide carbon neutrality by 2038 and net‑zero Authority operations.
RBK has already carried out technical and commercial feasibility work that confirms the potential for the Reference Scheme to be a viable, scalable heat network. The Reference Scheme assumes the use of waste heat from the Thames Water Hogsmill Sewage Treatment Works and is planned to connect Cambridge Road Estate, Kingston Hospital, Kingston University's Penrhyn Road campus, and the new Kingston Leisure Centre, with the potential for future expansion into Kingston Town Centre and surrounding areas as Subsequent Phase(s).
The purpose of this Procurement is to appoint a Development Partner to, as a first step, take forward the detailed technical design, advance the commercial and financial modelling (through the delivery of development services under the Development Agreement). The Development Partner will not be required to design the Reference Scheme and can instead deliver another scheme, provided that scheme meets the Mandatory Requirements (as detailed in the Development Agreement). The Reference scheme has a value of £33m exclusive of VAT.
The project adopts the DESNZ AZP 'Golden Share' delivery model, split into two distinct phases:
Phase 1 (Development Services): The successful partner will enter into a Development Agreement (a services contract with a nominal £1 fee) to deliver detailed technical design and financial modelling.
Phase 2 (Project Delivery): Subject to the project passing the "Approvals Gateway," the parties will enter into a Shareholders' Agreement and Articles of Association. This phase is treated as a Concession Contract for the construction, operation, and maintenance of the Network.
If Financial Close occurs, the Authority will enter into a Shareholders' Agreement and establish a single supplier framework. To satisfy framework notice transparency requirements, the contracting authorities and parties listed below are identified as being entitled to award call-off contracts, specifically Connection and Supply Agreements (CSAs), to buy heat and hot water from the Network:
- The Royal Borough of Kingston upon Thames
- Kingston University Higher Education Corporation
- Kingston and Richmond NHS Foundation Trust (formerly Kingston Hospital NHS Foundation Trust)
- Places For People Leisure Management Limited, in its capacity as the operator of the Kingston Leisure Centre on behalf of the Authority.
In accordance with Section 47(3) of the Act, the Authority has set a framework term of 8 years as it considers this longer term is required due to significant upfront capital investment, phased technical design (RIBA Stage 4), and long-term infrastructure delivery cycles. The 8-year term ensures alignment with the project's funding cycle, including the £11m Green Heat Network Fund (GHNF) grant, and provides the commercial stability necessary for the Development Partner to transition through the Approvals Gateway to Financial Close.
In addition, the Authority intends to award the Cambridge Road Estate Connection and Supply Agreement, giving rise to a concession contract, which provides for the supply of heat and hot water from the Network to the Cambridge Road Estate.
To support delivery, the Authority will also enter into:
- A Lease for the Villiers Road site (if required for the Energy Centre).
- A Grant Funding Agreement Variation Deed (or Grant Pass-through Agreement), which facilitates the transfer of the benefit of the Green Heat Network Fund (GHNF) capital grant (estimated at £11m) from the Council to the Project Company to support the construction phase of the Network, subject to compliance with the terms of the original Grant Funding Agreement and subsidy control requirements.

      <title>East Midlands: NSDC-1466 The Provision of the Collection and Reprocessing of Glass Packaging for Newark &amp; Sherwood District Council (Concession)</title>

      <description>The Council wishes to invite tenders from suitably qualified operators under concessions contract for the supply of services in respect of kerbside glass recycling service that is collected by Newark and Sherwood District Council recycling teams and brought to a waste transfer station.
The Council wish to appoint one Service Provider to manage the sale/disposal of the recycling products it collects. This will cover the sale of sorted recycling material into the reprocessing markets. A Service Provider is required to provide haulage of the glass from the transfer station to their reprocessing facility for recycling.
The services are; the collection and recycling of mixed glass (EWC 20 01 02) from Newark and Sherwood District Council Lorry Park, Great North Road, Newark, Nottinghamshire (Waste Transfer Station EPR/LP3222SD).
Through the purchase of the glass the Council wish to establish a mutually beneficial financial arrangement with a Service Provider that will maximise revenue (income) for the Council.
The Council estimate an annual tonnage of approximately 2,200 tonnes of separately collected glass containers (kerbside collections, including commercial glass and bring bank collections). This figure is for guidance only and no minimum level of tonnage is guaranteed for this contract. However, the Council shall guarantee exclusivity to all kerbside and bring bank glass collected by the Council.
The Service Provider must hold appropriate licences, be compliant with all current or amended legislation as is necessary to carry and handle the waste. It is a further requirement that the re-processor shall carry the necessary licenses and operate in accordance with current or amended legislation.
It is anticipated the contract start date to be 3rd August 2026.
The contract shall be for an initial period of 2 years, with an option to extend for a further 2 years, subject to satisfactory performance.

This procurement is being conducted in accordance with the Procurement Act 2023 (PA2023) as a Concession Contract, under a below threshold open procedure.
