Lot 1. Electrical Minor Works (拢100k to 拢1m Excl VAT)

Description

Bangor University (鈥渢he University鈥) is establishing a multi-supplier Framework Agreement for the delivery of one-off project works across the University estate.

This Framework will provide a compliant, competitive, and efficient procurement route for individual projects with an estimated value between 拢100,000 and 拢1,000,000 (exclusive of VAT), procured in accordance with the Procurement Act 2023, the Procurement (Wales) Regulations 2024, and relevant Welsh Government procurement policy.

The Framework is intended to support the delivery of discrete capital, refurbishment, and upgrade projects and is distinct from the University鈥檚 existing Measured Term Contract (MTC), which continues to cover minor works with an estimated value below 拢100,000.

Servicing, planned preventive maintenance (PPM), and statutory compliance testing are not included in either the Framework or the MTC and are procured separately by the University.

The Framework will be divided into the following Lots:

鈥 Lot 1: Electrical Works

鈥 Lot 2: Mechanical Works

鈥 Lot 3: Building & Grounds Works

The scope, value, and volume of works to be delivered under the Framework will depend on the University鈥檚 operational requirements, available budgets, and funding approvals. The University makes no guarantee of any minimum or maximum level of work under the Framework or under any individual Lot.

鈥 Lighting and small power installations, upgrades, and refurbishments

鈥 Fire alarm systems, security systems, and access control installations

鈥 Structured data cabling and associated containment (where linked to construction projects)

鈥 Distribution boards, panels, transformers, and switchgear

鈥 Containment systems including tray, trunking, conduit, and busbar

鈥 Emergency lighting installations and upgrades

鈥 UPS and generator installations where integral to a project

鈥 Earthing and bonding systems

鈥 Testing, inspection, commissioning, and certification associated with project works

Justification for framework term over 4 years

Various works will be required with shorter timelines due to many being grant funded. A framework will allow a quicker route to market.

Framework operation description

Framework call off will be made using one of the following options ;

1. Direct Award to the highest ranked supplier for that lot subject to conditions (See ITT on etenderwales for further details)

2. Direct Award using a desk top calculator :

a. Using framework scores for both technical and commercial but allowance of up to 20% variance in original framework scores for each. Social value to remain at 10%

b. Using framework quality scores but asking all suppliers on the appropriate framework lot to submit new pricing scores for input into the calculator - as if a above technical and commercial scores may be adjusted by a maximum of 20%. Social value will remain at 10%

3. Competitive Quote - Where quality across all bidders on the framework are acceptable, suppliers on the appropriate lot are asked to price for works and the winning bidder presents the lowest price.

4. Mini Competition - where all bidders on the appropriate lot are asked to bid by use of mini competition rescoring quality and price for that specific project.
