Description
Derbyshire County Council (DCC) invites tenders for a Framework Agreement to deliver Non-strategic Carriageway Resurfacing and Minor Ancillary Works across the county, covering both rural and urban road networks as detailed in the Specification.
The Framework will provide a programme of resurfacing works, including kerbing, ironworks adjustment/replacement, and associated activities, delivered through competitively awarded call-off contracts. Works will range from routine, short-duration schemes using standard construction methods and traffic management, to more complex projects involving deeper reconstruction, challenging site conditions, and enhanced stakeholder coordination.
The Framework aims to provide a flexible and compliant route to market, supporting DCC's statutory duty to maintain a safe and reliable highway network while achieving best value, improved productivity, and minimised disruption. Contractors will be expected to demonstrate strong performance in safety, carbon reduction, waste minimisation, and social value, contributing to resilient infrastructure, improved journey reliability, and positive outcomes for Derbyshire's communities and economy.

Framework operation description
The Council will maintain a competition-first approach, using mini-competitions as the primary route for awarding work under this Framework
Specific requirements for each individual scheme will be issued to suppliers through mini-competitions conducted under the Framework. Awards for these schemes will be made based on predefined evaluation criteria, with each scheme awarded to the Tenderer who submits the most advantageous tender in response to the relevant call-off / mini-competition.
In addition to the mini-competition procedure, the Council reserves the right to make direct awards to Suppliers appointed to the Framework in accordance with the objective mechanism for supplier selection set out in the Invitation to Tender (ITT) Document.

Prospective tenderers should note that this contract may be affected by Local Government Reorganisation (LGR). In accordance with Schedule 8 of the Procurement Act 2023, this contract may be novated to a successor council or otherwise modified to reflect the requirements of any new council arrangements arising from LGR. The exact nature of any modification or novation cannot be determined at this time, but such changes will be managed under both the Procurement Act 2023 and the contractual provision
